Job Description
Supports the drilling team in implementing the HSE programs and activities based on COPM HSEMS and best practices throughout the drilling campaign. This will include but not limited to; coordinating and coaching site HSE program, daily HSE inspection/audit, closing out of actions from HSE observation programs, HSE inspections/audits or incident investigation. The Drilling HSE Advisor is also expected to re-review or provide comments on HSE documents and specifications if required onboard the rig throughout the drilling campaign.
Primary Functions/Responsibilities:
- Promote safety through coaching, knowledge sharing, and demonstrate visible leadership in operational safety to ensure accidents are prevented.
- Implement rig specific HSE arrangement (ERP, HSE plan, Environmental Management Plan, etc).
- Champion the ConocoPhillips Life Saving Rules, Process Safety Fundamentals and other accident preventive programs along with the DSV.
- On-site safety coach for crew and management in (i) identification, mitigation and reporting hazardous conditions and safe working practices (ii) risk awareness, and (iii) barrier philosophy.
- Assist in preparation and review of Job Safety Analysis (JSA) and Permit-To-Work (PTW) for high risk / critical activities, including identification of controls and monitoring the job execution
- Ensure open, active, and relevant communication amongst personnel and management regarding HSE.
- Perform HSE evaluations/inspections to identify deviations from applicable policies, regulations, procedures, and opportunities for improvement. Monitor training matrix for compliance and advise where necessary. Participate in internal and external audits to verify compliance with HSEMS and bridging documents.
- When required, assist DSV to develop HSE improvement plan for the Rig Contractor.
- Develop and maintain HSE records and KPIs. Provide update via monthly HSE tracking. Actively identify and communicate to personnel on lessons learned, deficiencies, opportunities, and good practices. Prepare weekly HSE reports.
- Lead risk identification and evaluation sessions for drilling, CWI and well testing operations (program, work permits, MOCs), and define suitable control and mitigation measures.
- Participate in daily morning calls, Work Permit review, Toolbox Talks, Safety Meetings, and conduct Work Permit Audits.
- Provide feedback on HSE related verification progress to management.
- Facilitate Incident Investigation at site from notification, investigation, and reporting.
- Support emergency response readiness and drills.
- Focal for interface on HSE matters with the KBB Platform HSE Advisors, Contractors’ HSE representative (rig/vessel/base HSE personnel) as required.
